I don't have a better way of doing it, but the effects really ought to be more balanced. Since legendary weapons/armor are RNG generated there's a lot of trash that doesn't have good base types or good effects, and there's a few very clear winners in terms of the best effects (Wounding and Explosive are far and away the best weapon effects). Most of the customization just boils down to "pistol/machinegun/sniper" builds anyway and most of the guns have the same options. Then you just craft them into whatever you want. Despite all the customization there's still only like a dozen base weapons and you will have them all pretty quickly. I really like the "first-person looter" gameplay of Borderlands, and Fallout 4 doesn't scratch that itch for me.
